What is “Ardhakranti”?

“Ardha kranti” is a new economic principle/policy/ system. This “ardha kranti” is being proposed to introduce in India. This system framed by Mr.Anil Bokil.
Main features of “Ardhakranti”:

1) It will bring total changes in Taxation system in India.
2) Except Import duties, all the 56 types taxes to be removed.
3) In place of present taxes, 2% BTT to be implimented (BTT= Banking
transaction tax)
4) All the transactions should be done through Banks only.
5) All the Rs.100/-, 500/- and Rs.1,000/- currency notes to be removed from the circulation.
6) All the transactions for above Rs.2,000/-, must be through Banking only.
With this system, they are expecting,
a) Gov.ment income will increase more than double to the present income.
b) Purchasing power will increase for the employees.
c) Consumer prices will be come down.
d) There is no chance to evade Tax to any one. Black money can not be formed.
e) Fake notes and corruption can be controlled.
By looking it is very nice. But there are many loop holes and selfishness in this system, to evade long pending and disputed huge taxes.
Hence, Under any circumstances, the Central or State Gov.ments (present & future) must not accept and must not introduce “Ardha Kranti” system in India without consent of majority people in India.
In fact, there are so many mechanisms to control corruption, black money, control fake currency and tax evasion.
Mainly, to control the above corruption, Black money and fake notes etc.,
1) India need a well educated, dare and Dynamic leadership cabinet.
2) Should not have the selfish ness and partiality.
3) transparency in policies and ruling
4) Should be a citizen of India and must have interest in own country and
people.
If the rulers have the above characters, we do not require any new kind of economic system. If they do not have, even if we implement any type economic system, it is waste, expensive and time consuming.
If the Gov.ment feel necessary to implement “Ardha Kranti” system in India,
1) First, make sure India to become 100% literacy and net banking.
2) Second,make sure to control 100% of hacking by nigerians and others.
3) Third, make sure to get train by Indian police officers to catch and recover the
hacked money with high level soft wares.
4) Make sure to increase the Banks for every nook & corner.
5) Make sure to have Bank accounts and PAN cards by all the Indians.
6) Make sure not to fail server down even a single minute.
7) Make sure to deposit Rs.1 Lakh crores to compensate, hacked money
immediately to the customers.
Make sure not to become the terminated employees from all the tax
departments, and others, as the hacking professionals for easy money.
Today, One side, high inflation and low earning power to the poor and middle class people and other side some people are gaining crores of rupees and hiding in “SWISS” Banks and other national & Inter national Banks, Binami names and evading huge taxes.
Instead, we can try phase wise as under,

1) first , as a 5 year plan declare tax exemption for 5 years to all the individuals, from Income tax, cess and surcharge.(except long term capital gain and wealth Tax) to avoid un necessary paper work and waste of valuable time. Now the I.T.department authorities will get more time to concentrate on tax evaders.
Further it is easier to them to control corruption and put more concentration to recover black money which is kept in “SWISS” Banks and other national and International Banks , trace Binami assets and fake “TRUSTS” etc., It is a right step, to make the all class of people economically balance.
2) Concentrate these 5 years, on all the tax evaders and recover all the Taxes through”Tribunals”and “Fast track courts”.
3) Simplify the IT Returns manual as well as on line system.
4) Give options to individuals to file IT Returns to claim refunds or for any other reasons.
5) After 5 years, Increase the income tax limits (All types of Income) to Rs.5 lakhs to all the people as a common.
5.01 lakh to 7.50 lakh — 10%
7.51 lakh to 10.00 lakh — 20%
10.01 lakh to and above — 30%
6) When the limits increased to Rs.5 Lakh, then there is no necessary to differentiate of slabs for men, women , senior citizens and super senior citizens.
7) HRA calculations to be removed totally.
Education cess to be removed.
9) Surcharge to be removed.
10) Wealth tax 1%, limits to be reduced to 30 Lakhs.
11) U/s 80C exemptions will be increased to 3 Lakhs uniform to all.
12) It is better to remove all the sections like 80D, 80U etc, because the Limits already increased to 5 Lakhs.
13) Service Tax to be reduced to 2%
14) FSA charges on electrical bills must be removed immediately.
15) Phase wise, old currency notes to be removed to control fake notes & black money.
16) Arrange to enquire, door to door , land to land locker to locker and account to account to trace black money and Binami assets.
17) Arrange to set up “fast track courts” to settle this corrupted “Black Money”, recover and deposit with gov.ment with in 90 days.

ఎన్నికల సందర్భంగా , ఎన్నికల కమీషన్ మరియు మీడియా అనేక రకాలుగా , అవగాహనా కల్పించినా , ప్రోత్స హించినా , బాధ్యతను గుర్తు చేసినా , ఎన్నికల లో పోలింగ్ శాతం తగ్గడానికి , కర్ణుడి చావుకి కోటి కారణాలన్నట్లు , పోలింగ్ తగ్గ డానికి అనేక కారణాలున్నాయి.

3. చాలా మంది అర్హత ఉన్న అనేక ఏండ్లు గా ఉంటున్న ఓటర్లను , అనేక కారణాల వలన ఓటర్ల లిస్టుల నుండి తొలగించడం జరిగింది . ఆ కారణంగా చాలా మంది ఓటర్లు, వారి ఓటు హక్కు వినియోగించు కోలేక పోయారు .

7. ఈ మద్య కాలంలో నూతనంగా వెరయిటీ ఓటర్ ఐ డి కార్డులు ఇష్యూ చేసారు . వాటి మీద ప్రజెంట్ పోలింగ్ బూతు నెం . పార్ట్ నెం . స్థలం అన్నీ ఉన్నాయి . సులువుగా వీరిని బూతు లోకి అనుమతించ వచ్చు . కాని స్లిప్పులు లేని కారణంగా వీరిని బూతు లోకి అనుమతించ లేదు . తెలియక కొందరు , వాదించడం ఇష్టం లేక కొందరు , లాఠీలకు బయ పడి కొందరు వెను తిరిగి పోయారు . ఓటరు కార్డుల పైననే ఇవన్నీ ఉన్నాయని , ఇలా కొత్తగా ఓటరు కార్డులు పొందిన వారికి మరియు ఎన్నికల సిబ్బంది కి , ఎన్నికల కమీషన్ అవగాహనా కల్పించ లేక పోయారు .

చేయాలన్నా వోటర్ కార్డు నే అడుగు తున్నారు . టెలి ఫోనుకు అప్లై చేయాలన్నా వోటర్ కార్డే కావాలి . పాస్ పోర్టు కు అప్లై చేయాలన్నా వోటర్ కార్డే కావాలి . డ్రైవింగ్ లైసెన్సు కు అప్లై చేయాలన్నా వోటరు కార్డు కావాలి. చివరికి వోటు వేయాలన్నా వోటర్ కార్డు కావాలి . ఇంత ముఖ్యమైన వోటర్ కార్డు , అప్లై చేసిన ప్రతి చోటా ఉంటాయి .
అలాంటిది , వోటర్ లిస్టులో పేరు లేక పోతే , వోటర్ కార్డు విలువ ఏమిటి ?. వోటరు , వోటు వేయడానికి వెళ్లి నప్పుడు వోటు వేసే అర్హత లేదన్నప్పుడు ఎంత క్షోభకు గురి అవుతాడు . బ్యాంకు , పాస్పోర్ట్ , టెలిఫోన్, డ్రైవింగ్ అధి కారులు , ఏదేని అవసరం వచ్చి వోటరును వేడుకుదామనుకుని , వోటర్ లిస్టు వేడుకుతే , అందులో వోటరు పేరు లేక పోతే , ఇక ఎలా ముందు కెలుతారు ?. ఇక ప్రజలకు వ్యవస్థలపై విశ్వాసం ఎలా కలుగుతుంది ?.

అలాంటిది , వోటర్ లిస్టులో పేరు లేక పోతే , వోటర్ కార్డు విలువ ఏమిటి ?. వోటరు , వోటు వేయడానికి వెళ్లి నప్పుడు వోటు వేసే అర్హత లేదన్నప్పుడు ఎంత క్షోభకు గురి అవుతాడు . బ్యాంకు , పాస్పోర్ట్ , టెలిఫోన్, డ్రైవింగ్ అధి కారులు , ఏదేని అవసరం వచ్చి వోటరును వేడుకుదామనుకుని , వోటర్ లిస్టు వేడుకుతే , అందులో వోటరు పేరు లేక పోతే , ఇక ఎలా ముందు కెలుతారు ?. ఇక ప్రజలకు వ్యవస్థలపై విశ్వాసం ఎలా కలుగుతుంది ?.

1. ప్రతి ఇంటి ఇంటికి ఎన్నికల కమీషన్ నియమించిన సిబ్భందే వెళ్లి , అర్హులైన వోటర్ల గురించి , అనర్హులైన వోటర్ల గురించి ఖచ్చితమైన విచారణ జరిపి , తప్పుడు వోటర్లను , ఓటర్ లిస్టు నుండి తొలగించాలి . అలానే ఓటరు లిస్టులో లేని పేర్లను అక్కడికక్కడే ఫోటోలు దింపి , అప్లికేషన్లను తీసుకోవాలి . ఆ తరు వాత ఓటరు లిస్టులో నమోదు చేయాలి .2. విచారణకు నియమించ బడే సిబ్భంది , ఏమి చదివారు అనేది కాకుండా , ప్రజల భాషలు అర్ధం చేసు కోగలరా , మాట్లాడ గలరా , చదువ గలరా , వ్రాయ గలరా , విచారణ భాధ్యతలను సక్రమంగా నిర్వర్తించ గలరా అనేది పరిశీలించి నియమించాలి .
3. మరణ ధ్రువ పత్రాలు ఇష్యూ చేసే జి. ఎచ్. ఎం సి నుండి వివరాలు సేకరించి, మరణించిన వారి పేర్లను ఓటరు లిస్టు లో నుండి తొలగించాలి .
4. ఏ రాజ కీయ నాయకులకు , కార్య కర్తలకు , ఓటరు లిస్టులో పేర్లను తొలగించ డానికి , అవకాశం ఇవ్వ కూడదు .
5. కేవలం గత ఎన్నికలలో ( వివిధ కారణాల మూలంగా ) ఓటు వేయ లేక పోయి నంత మాత్రాన , వారి పేర్లను ఓటర్ లిస్టులో నుండి తొలగించ కూడదు .
6.ఒకసారి కంటే ఎక్కువ సార్లు లిస్టయిన పేర్లను , ఫోటోలను , అడ్డ్రస్స్ లను గుర్తిచే , కనీసం రాష్ట్ర పరిధిలో నైనా , సాఫ్టవేర్ ను ఉపయోగించి , డూప్లికేట్ ఓటర్లను గుర్తించి , అనలైజ్ చేసి , నిర్ధారణ చేసు కుని , అలాంటి వాటిని తొలగించాలి .
7.ఎన్నికల కమీషన్ , కేవలం ఎన్నికల సమయాన్నే మొక్కుబడి గా హడావుడి చేయ కుండా , పూర్తి కాలం వోటర్ల నమోదు , వోటర్ల తొలగింపు పై దృష్టి సారించాలి .

3. మెట్రో ఎక్ష్ ప్రెస్ బస్సులకు , మొదటి ఒక స్టాపుకు 10 రూ .లు., 10 స్టాపుల వరకు 15 రూ . లు ., ఆ పై న ఎన్ని స్టాపులకైనా 20 రూ .లు .
4. డీలక్ష్ బస్సులకు , మొదటి ఒక స్టాపుకు 10 రూ .లు., 10 స్టాపుల వరకు 15 రూ . లు ., ఆ పై న ఎన్ని స్టాపులకైనా 20 రూ .లు .

రోజు వారి పాసులు , ఆర్డినరీ 50 రూ లు. , మెట్రో 75 రూ . లు , మరియు ఎ . సి . బస్సులకు 100 రూ లు . గా నిర్ణయించాలి .
ఈ విధంగా చేయడం వలన ఆర్ . టి .సి . కి , తాత్కాలికంగా కొంత నష్టం జరుగ వచ్చు కాని , లాంగ్ రన్లో లాభాల బాట పడుతుంది . క్రొత్త విధానాలను ప్రజలు ఆద రించాలంటే , దీనికి ప్రజలు అలవాటు పడా లంటే , కొంత నష్ట పోక తప్పదు .

By keeping in the mind that no one born with the golden spoon. And every one has only 2 hands to work, only 2 legs to walk, and each one only have one mouth to eat , 2 ears to listen , one head to understand and thinking. Further, there are only 24 hrs a day and maximum hrs to work 12 hrs.)
01. Make sure to issue “Aadhar Card” to all the Indian people.
02. Make sure to issue “PAN Card” to all the Indians, like a birth certificates.
03. Make sure to have a “Bank A/c ” to each and every person of Indian.
04. Make sure to link up all the official ID cards ( Voter card, ration card, driving license , pass port , health card etc.,) with their ” Aadhar Card” and “PAN Card” .
05. Make sure to divide all the Indians as “Rich and Poor” only, but not on based on caste and religion or vote bank , since we already crosed 67 years of Independence.
06. Must treat all the gov.ment employees as the rich , irrespective of their caste, religion and handy cap and old age.
07. Make sure to implement the prime minister word of “ART”. Accountability, Responsibility and Transparent.
08. Make sure to register all the properties of India and foreign countries (Movable and immovable including lockers) in their names, by giving 6 months time at free or concessional registration fee.
09. Make sure the gov.ment to collect back all the unregistered lands from the people.
10. Must keep close control on “FDI(s) and TRUST(s), Machineries, Organiztions. ( Those funds sources of FDIs and TRSTs).
11. Must ban all the un organised sector transactions, which are under control of Apex bodies. For example. Un authorised chit funds, lotteries, high rate of interest loans with blank cheques and blank stamp papers, chain businesses, different type of schemes etc., 11. Must apply all the acts to all the Indians equal and transparent.
12. By linking all the above Cards and Accounts, the gov.ment can know easily, who is the Rich and who is the Poor people with the latest soft wares and they can identify Binami Assets and money landaring transactions and how the rich people secured the assets abnormally in the over nights and how much tax they have escaped etc.,
13. So that the gov.ment can easily remove all the subsidies and social welfare schemes( facilities) for the rich people and the gov.ment need not request the Rich and carrode patthies to with draw the subsidies.
And also gov.ment can save crores of rupees each year from all type of subsidies which they are providing to Rich and High Rich .
Further, it improves the balance of Rich and Poor, improves infrastructure facilities & Industries, reduces un employment and improves real per capita income.

Q:“IS IT POSSIBLE TO MAKE THE INDIA AS BEGGAR FREE COUNTRY?”
A:Yes, It is possible.
"Do not give money to beggars and do not encourage beggar life"
"If you have little knowledge, bring the notice of the respective governments to give food and shelter to the beggars"
"If you are in the power, provide felicities to the beggars with the available schemes or introduce new schemes and utilize their services where ever possible ,but never show pittyness "
If we observe keenly, most of the beggars upper middle class income levels only. But they can not enjoy as rich. Because ,tomorrow they have to go for begging know. Because of easy money , several people entering into this field. If we can not control ,country may loose the great man power. Whatever issue is there, first we should find the reasons. In the same way, in case of BEGGARS issue also, it is necessary to find the types ,reasons and problems as why the people are changing in to begging field?. Then only , it is possible to find the solution to make INDIA as 'beggar free' country and also to make the genuine Beggars more comfortable life.
Types of Beggars:
1. In villages, during the festival seasons some beggar will come and collects, what the villagers give and they for the next year festivals. With these people, there is no problem and they will give some entertainment to the children and others also.
2. In cities , we will find them at every nook and corner ,every bus stop ,every junction, every rail way station, every temple, every park every flyovers, every function halls, every footpaths and every cinema halls etc.,. with these beggars are facing lot of problems because they can’t leave the people so easily in journey time.
3. There are some people. They are neither men nor women. They can’t leave any person, if they feel that the person having money, without picking some amount. Further, they can’t accept coins. They accept only Rs.10/- and above i.e., 100s,500s,1000s only.
4. We are seeing in the news papers and TV channels that some people are taking poor and un known children and engaging them for begging.
5. Some beggars cutting their body and begging money.
6. Some beggars collects money by turning GODS on roads, like that there are so many beggars are using different methods for the easy money.
Reasons to change as Beggars:
1. Some people due to illiteracy, feel it is their profession and do not feel any shame.
2. Some people feel it is easy money to earn without any investment and hard work.
3. People customs & traditions and interests at Temples etc., encouraging some people to become as beggars.
4. Some people handicaps (deaf, dumb and blind etc.,), diseased ,old age people and children (those who do not have kith & kin) , really they are not able to do work and/or able to earn money to live.
5. There is no ban on beggars profession.
6. Some people are coming from different villages, districts and states due to natural calamities i.e., droughts, cyclones, earth quakes, Tsunami es etc.,
Problems with the beggars:
1. People get irritation while in travelling to different places on important works and offices etc.
2. People loose money and they may trouble after giving money, if they short money, some times.
3. Traffic jams at the Junctions etc.
4. They may spread diseases.
5. If the people encourages begging, country looses man power, productivity and their knowledge and arts can not be utilized.
6. If the beggars are more ,it is a indication that the country is poor.
After analyzing all the above types , reasons and problems due to beggars, now it is possible to find the solution.
Solution to find the real and genuine Beggars and control others:
1. G.O. to be passed for the ban begging.
2. Beggars must be identified and recorded their name ,parents names and their sons and daughters names, cast religion, place, education ,financial status and reasons for begging.
3. Make the sons and daughters responsible for their old age parents and make the parents responsible for their children.
4. Adhar cards ,Ration cards and Arogya sree cards to be issued to each beggar and /or each family at their native place, if identified. Or else at any place as decided by the respective authorities.
5. Counsel the beggars to change the begging system by explaining about their future and insult of begging.
6. Educate the beggars and training to be provided in different arts in which they are interested at free of cost.
7. Once they completed their training, finance to be provided at nominal interest. Marketing to be undertaken for their products.
8. Finally, real and genuine beggars like old age ,handy cap (deaf, dumb, blind etc.,) and diseased suffering from serious cancer, HIV, TB etc., may be identified. For them govt. must provide shelter, food and clothes and others.
9. Donors or rich people may send cash, cheques, drafts or food or clothes etc., at their interest to these shelters. For every rupee ,there should be a calculation and record. These amounts may be exempted 100%, u/s 80G, of income tax act,1961.
10.Some other steps may be taken at appropriate time.
Request: I am not against to the beggars, only my intention is to change their lives with bright future and make the INDIA as beggar less country, in the world.
